This caused a lot of trouble in terms of identification, but some local experts eventually agreed it was a young male shikra (as opposed to an african goshawk) changing from standard juvenile plumage to full adult plumage, and that the giveaway was the brown shoulder patches. At the time, this bird was hunting dragonflies at dusk.
